RegWatchEurope (RWE) has published a Position Paper taking stock of the European Commission’s approach to Better Regulation at the mid-term of the von der Leyen II Presidency. Against the backdrop of multiple crises and rapidly changing circumstances, the paper reflects on the importance of Better Regulation in shaping effective, proportionate and future-proof EU policymaking.
RegWatchEurope welcomes the Commission’s focus on streamlining existing tools, revising legislative stock, and tackling Gold Plating. It renews its call for proportionate impact assessments for all major proposals (including Omnibus packages) and acknowledges progress in the latest packages and the clarification on emergency regulations. However, the revised mandate of the Regulatory Scrutiny Board (RSB) requires greater clarity regarding “targeted” vs. “major” scrutiny, “significance” criteria, and its role in emergencies. RWE stresses that Better Regulation must become a transparent, data-driven “learning system” where the actual effects of reforms like Omnibus packages, Gold Plating toolkit, RSB changes are rigorously evaluated. Ultimately, tangible benefits for citizens and businesses must be the central benchmark monitored by the Commission and Member States.
The Position Paper sets out RWE’s perspective on how the European Commission can further strengthen its Better Regulation agenda in the second half of its mandate.
